Having worked at Best Buy, I know, too, that if they make it out the doors, employees aren't allowed to touch them in the parking lot, as that's public property. They have no legal right to apprehend someone, other than the gray area of citizen's arrest. It's a liability issue, though. If you can stop them before the door, you're ok. If they've made it to the door, let them go.

I was in Walgreens(suburb) once and a biker dude parked in front of the store, walked in grabbed a pair of sunglasses put them on and walked out the door. The cashier just looked at me and shrugged like 'Oh well, it happened again' and didn't do anything. He sat on his ride for about 5 minutes before leaving. I assume Wag's has the same policy. Just could not believe the blatant disregard.

 

[Countermeasure]

I'm surprised they left a milwaukee drill behind.. I was expecting a harbor freight drill..

I would not be surprised if that was stolen as well.
