E-locker question

In the owners manual it states not to driver over 25mph in 4wd low, and then also states that the e-locker can be used up to 20mph unless you are in 4wd low in which case it can be used up to 40mph. This doesn’t make sense to me. What am I missing?

“Operating in 4WD LOW the locker can be engaged up to 40 mph (64 km/h) and will remain engaged throughout the 4WD LOW speed range.”

The manual is a committe product. 4wd and locked rear axle can both, individually or combined, reduce the ability to steer, so they don't want you going fast. And I think the locker is programmed to kick out above 20MPH in high range, although I haven't tried it.

I would’ve figured that the locker would allow a higher speed in high vs low.
