Channel under seat - what?

I'm guessing this is supposed to be attached, but for the life of me, I cannot figure out where!

It's hanging off on both the driver's and passenger's side.




Makes my not so cheap truck, seem quite cheap.

That little flap should have a piece of plastic channel in it, that will hook onto the seat frame to keep seat cover tight.
