I agree with Dusty, and as I mentioned earlier, yours is so bad though, that it is almost certainly a re-paint. As a field appraiser for major ins co. (semi-retired), we see mismatched bumpers so often from the factory, that we note it right in the appraisal, so the body shops won't try to get us to pay for paint-blending into or off of the bumper.
