Yes, its vinyl. You can't walk on it, but its sturdy enough and keeps the bed dry in the rain.

These kinds of things baffle me. I totally get wanting to save money but I'm always puzzled by people putting cheapo stuff on a $35-50k truck. Like the people that buy McMansions and there's no furniture inside except for milk crates because they are strapped for payments
