Sorry guys, I didn't see the questions asked about mounting. I checked with my local body shop on what adhesive to use. I was thinking about a 2 part epoxy, but they recommended that I use standard hobby hot glue. He said that the weight of the lights, the amount of touch impact, etc., all qualified it for hot glue.
I cut the holes for a perfect fit, so there is no gap for glue seapage. I laid the lights in place and goobered the hot glue all around it. I scuffed the inside of the plastics with 80 grit sand paper to give the glue some bite. It holds very strong.
I did remove the lights once to install some double sided tape at the top to provide a different light angle. The lights popped out when pressure was applied, but they were pretty secured. We'll see how the glue holds up in Florida summer heat.
