I have a 2019 ram with 3.5" rough country lift. IF I put 0 off set 20x9 rims with 35x11.5r20 tire on it will I have to trim anything and how far will they stick out?

I’m guessing an inch. Google that and you’ll be directed to the exact specs. You’ll be going from plus 18 or so to zero. Rebels are plus 18. Also google what your factory offset is and rim width

I believe Sal got it about right, but for a different reason than he mentioned. Zero offset should be almost flush with the fenders, but the tires will stick out further than the face of the rim.
