Advanced Safety Group (ALP) is not available on a Rebel trim - Why ??

I was doing a build with a Rebel and noticed that could not add the Advanced Safety Group.

Where I live and drive in urban So Cal, I would need that. If on the other hand I was on my parent's rural farm I would opt not to...

Can I add the safety items a-la-carte ?

I thought eTorque was a necessary option to have the advanced safety group. But I seem to remember there being confusion when I ordered my Rebel the salesman thought that Adaptive cruise stop/go meant having the engine off at stop and I wasn't interested in eTorque or stop/go so I didn't tick the box... I believe now that the two are seperate, but still not 100% sure. Would've loved to have the adaptive cruise by itself.
