What is the recommended top speed for the 2019 1500 Rebel in either 4WD Low or High?

Owners manual says 25 mph max in low range. Page 295.

That probably equates to about 75 in high.

I know I have driven my old Cherokee on wet pavement in 4wd on the freeway, 55-60 mph with zero problems.

In addition to this I would be curious to know if the transmission limits the number of gears accessed during 4 wheel drive????

Dummy me used 4 hi to get up my mom and dads driveway and then parked and left it. Then drove home 4 hours later in 4 hi. I traveled about 30 miles, of which 20 was at highway speeds of 70+ mph.

I drove 200 miles on highway 395 last winter @60-70 mph in 4Hi while road was covered in snow.
I fell confident and no issues.

Assuming the traction/surface condition prerequisites allow for 4wd...... Just monitor your RPM:MPH. Done.

Had my f150 for almost 7 years. Drove in 4 high for most of the Canadian winters. Never had any problems.

4lo has a very low speed limit driving in 4-wheel drive high or Auto you can drive as fast as the truck will go there is no harm they are designed to go that fast as the front ends do not fully unlock so they are moving at the same speed as the rear no matter if it's in 4-wheel drive or two wheel drive
