Does anyone know if the 3/4 ton gets the same engine but destined as the 1 ton?
 
Not real sure what you mean, but the HO Cummins is only a available as an option on 3500 with Aisin transmission.

2500 only gets the standard Cummins with 68RFE and it is also standard on 3500
 
Does the 2500 get the old block and valves and turbo or is it a detuned but updated cgi block Cummins
 
Maybe OP meant "detuned" and auto-correct auto-uncorrected to "destined"?

If so, the answer is yes, the new CGI (compacted graphite iron) engine blocks for the 2019 Ram Cummins 6.7L diesels are the same for both trucks (i.e. 850 lbf*ft and 1000 lbf*ft engines), but transmissions, rear-ends, brakes, etc. are different for the max towing package on the new one-ton.

If you listen to Episode 53 of The Truck Show Podcast, starting at around t=1:48:00 (that's one hour 48 minutes into the 3+ hour broadcast), they begin talking about the new Ram HDs, including an in-depth interview with Ram HD chief engineer Rod Romaine. If you want to learn a lot about the details of the new HDs, that's a good place to start.
