2021 Stock 20" Wheels; are they clear coated?

My question refers to the 2021 Laramie 1500, 20" wheels shown below. Is the aluminum area clear coated?
The reason I ask is the seemingly bare aluminum portion has a fog or white haze in areas I can't clean off with typical cleaners. They were polished/shiny, but now they're dull like the aluminum is oxidizing (turning a whitish from silver). Our 1500 doesn't have the best paint as it is, so it wouldn't surprise me if the wheels do have a clear-coat which is either failing or fogging. However, I don't want to use an aluminum polish (like Mothers) on the silver areas if they are clear coated.

As a P.S.: Does anyone know the offset?

offset should be +19mm

OEM tire size: 275/55R20
Rim size: 9Jx20
Rim offset: ET19.1
Bolt pattern: 6x139.7

I would assume they are clear coated. The white is corrosion, as aluminium turns chauky when it "rusts".

It's oxidation not rust. Aluminum un treated or coated will do that.
