Depends on your definition of "should". I feel that all fuel (and def) tanks should have caps. But that's just me. Lots of people like the cap-less fillers they're putting on most vehicles now. I'm just not one of them.

To answer your question, no, your truck would not have come with caps for either the fuel or def tanks. They have inner "caps" which are supposed to keep undesirable things out of the tanks.
