2019 ram 1500 limited hvac issue

2019 ram 1500 limited hvac when setting climate control to 78 degrees and its 30 degrees outside my blower comes on speed 3or4 according to manual it should only come on low until engine warms up , also when I manually set temperature to 80 dgrees it blows very hot and if I want to cool down I turn it to 72 degrees and it still blows hot the only way to get it down is to go to 60 degrees and come back up. the dealer tells me the auto is the way all other rams work and the temp move is just slow not acceptable on a 70k truck

AFAIK, the fan speed is set by the distance between ambient temp in cab and setting. I have noticed a delayed reaction, but seems to only be a few seconds (maybe 10-15)

My fan speed stays low until the the engine temp shows in between 96-104 deg before it speeds up if that any help. Seems to stay consistent with that through two winters.
