Currently running 33x12.5r22 Federal M/Ts (came on my truck when purchased) on my 2019 Bighorn non air ride with a 2" level. Looking to go to a A/T as for a slightly quieter highway ride and I do live on a gravel road so straight street tires wont work. My question(s) is this would it benefit me to go down to a 20" wheel to get a little more sidewall and would it improve my MPG to go to a 20" if I stay around the 33" size diameter? Also any suggestions on tire sizes would be greatly appreciated too.

20's will give you more sidewall, but it's not a significant amount. Your 33x12.5R22's are probably LT tires, which are a lot heavier than XL rated tire like the Nitto Ridge Grappler in a 305x55R20. Going from a LT M/T to a XL A/T tire should net you 1-2 MPG better fuel economy.
