19 ram won’t start

2019 ram 1500 5.7 170k
Cold snap took my battery out, replaced it and truck wouldn’t start heard relays clicking and the starter extend but it wasn’t spinning. Logical next step is the starter. Cannot for the life of me, get those bolts loose. Soaked in deep creep, hitting it with an impact and still not moving. Question is, is there thread locker on them? Not sure if it’s the best idea to use a torch in this situation.

I couldn't get to them either... def sounds like the starter especially if you hear the click. Here is a YT video of how this guy was able to get them loose with a ton of extenders. Skip to 6:32 I ended up just having AAA tow it to a local garage to pop in a new one.
