Clear coat is a thing for some dealers, yes, its a cheap version of clear coat Si02 similar to spray on versions you can buy online. They add it as a 'paint sealant'. Like wax, but a little longer, 2-4 months of protection. Ask them to specify what it is exactly, or if it's a PPF Paint...
Your not alone. The chip shortage has forced a lot of current models to remove the 360 camera option.
Long waits for that and some of the other tech packages.
