    Most people use a BT adapter so there's no cable to the tablet: OBDII bluetooth adapter, "connect" your table to it, then open your AlfaOBD APP and off you go. I have a OBDII to USB-A cable that I use for my Windows laptop. It limits my distance but I have no connectivity issues.

    The dealerships are independently owned so can make many of their own rules for the most part. Many of them do not offer loaners (not required by FCA) but FCA will reimburse them the cost so I don't know why they don't do it (that includes commercial rentals if they don't have a loaner fleet)...
