Just a thought, did you try replacing with LED? If so try flipping the bulb in the socket because polarity matters on led bulbs. If it's not the bulb must be wire or bulb socket. The wires go to one socket then run to the other side. Could be bad connection try having someone apply the brakes...

The BCM is located under the dash on the driver kick panel high up by the windshield. It's protected from outside elements but not from tint installers that squeegee a bunch a water down the bottom of the windshield and channels to the BCM. It can be avoided by sticking water absorbing towel...

Nothing goes in front except for bumper. The center of the oem bumper is designed to hide the bottom area of the grill you show in your picture.
