Correct, tailgate must be in the up position to step on hitch-step.
I got the wheel to wheel side steps just so that I could use them to gain access to bed from the sides (foot on sidestep then on top of tire-leg over side).
When I had that few miles I was still bit higher than your info--memory is terrible but I think around 12-14 ish.
Check your tire pressure.
Try Midgrade and Premium gas for a tank or two to see if any improvement.
I don't know what the mileage is for break-in period???

You can check the sticker on inside of driver's door jam (yellow and white sticker). It will show you the PSI recommended for your vehicle. Mine shows 36 PSI

You can always use your head as the antenna extender and get some additional distance. You know hold the key fob to your chin and click it....does work in adding some distance. I have tested this myself and use it all the time that way.

Looks like Amazon has it the cheapest at $225ish. I installed it myself even with my bad back. Just waited on one of my "good days" with my back and got under there.
I would think $50-$75 for install, if it is a place you frequent and trust. It should take under an hour with test drive...
