Yes it is, it is dot and sae approved (assuming you get the sae fog pattern) which is the only lense option available for the fog kit! Diode Dynamics stresses this heavily that it meets the SAE J583 requiremnts to be totaly legal!

Yeah clamp is the best way. Don't have to mess with coolant and it does the same thing. Just blocking off the coolant going to the heater core. But you will see an improvement with the K&N
I replaced my cabin filter with a K&N, my A/C is much colder now! My 23 A/C was very weak as well but now I can actually turn the fan speed down to be cold instead of needing it on 6 to be cold.
I have to say, with the stock setup, the majority of my 30 minute ride home on a hot summer day, I had to have the fan speed on 6 to feel comfortable but now im able to turn it down to 3 or 4 and feel comfortable
