He (Bill) must have checked Laramie by mistake. When I just tried to build a Laramie with the 33 Gallon tank, that option forced me to pick a Level 1 or 2 package.

This won't help a lot, but you could keep the 33 gallon tank at half-full or less. That would save you 90-100# of payload. Of course, you have to stop more often...
