Yes I was able to get it to 40.1. Had to do incremental updates to get there. It's typical in software not to be able to jump that many updates.

Although the PDF wasn't much help my assumption was correct. Updated to 28, then 34, then 40.1. biggest improvement I can see is the responsiveness of the OS. Seems a lot more snappy.
