Just installed mine today, left my daystar tophat spacer on and set the shocks to the 5th notch, 1.7” lift, so right at 3.5” total lift. Was a little worried at first as it sat nose high, but it settled as I cycled the suspension on some uneven terrain and such near house.

Not sure I am qualified to answer that, best to ask Bilstein... but my guess is its just different tuning of the shock itself for heavier front end and height difference of 2wd vs 4wd models.

I would imagine that it's not far off, the gist of the ruling of that it being illegal is that the studies have shown that the intersections are no safer than not having them, so its strictly a money maker for the city/police depts. I would contact your govnt representatives and let them know...

There are many rear options to lift as well, it's just a coil spring spacer for the back, you just jack up the truck, remove some bolts and extend the spring enough to remove it, then replace the stock spacer with a larger/taller one. I would say you might be better off just getting a 2" level...
