`Well, yes, a relay by itself can do that. Use a DPDT no-noff relay. When the turn signal is turned on, it activates the relay, which turns off the fog lamps that the OP wants to be on all the time and then turns that lamp into a blinker. Deactivate the blinker and the fog lamp comes back on...
