Maybe the previous owner installed a screen protector on it. They don't come with screen protectors, so it could be causing that issue. Try removing it and see how it works.
Yes, if you can get the cell service activated on Uconnect, you can use the wifi like you asked. And yes, you need to have at least in accessory mode. If the Uconnect system isn't on, it won't work.

I get that. Just seems unlikely given all the FCA vehicles out there driving with cruise control everyday. But again, there is a slight chance this one off glitch happened. I'm not saying it didn't, just saying there could have been something else happening.
No, that is not correct. You do not have the correct hardware. You either need the rearview mirror with the camera on it, or you need to have the DASM (which is for FCW/ACC/LKAS and as a camera on it also). The light sensor is only for dimming the mirrors and that is it.
