I don't know if they get replaced as a pair. I didn't check after they were replaced. There are two part numbers and you can separate each from the bracket. If I was out of warranty, I would have bought aftermarket and wired in the horn that needed replacement.
My high note horn died and was replaced under warranty when it did. It's easy to replace. Remove the clips that hold the plastic cover on at the front of the engine compartment. You'll see the horns on the radiator support. Remove and replace. Simple electrical plug in.
