No. The lower picture was from the ebay ad. I showed it to show that there was a cover. It's now attached as shown in the upper pic, with the hole.

Wife put a large dent in my 2019 RAM 3500 Laramie Megacab year or so ago. Ugh. Finally ordered a replacement OEM bumper from eBay, which was slightly different on the backside and had the hole shown by the arrow in the pic. There's a small pig tail behind it, but I can't seem to find what...

Just to add, mine was updated to new version today. Presets are all still there, nothing seems to have been lost.
