Need help with painting a Rebel/TRX bumper

Question for the body shop guys, and those in the know. I mentioned in another post that my rear bumper was damaged in a parking lot. The substructure plastic that the metal connects to broke in multiple places, so I found a replacement.

The replacement bumper is from a '21 TRX. It's pretty close to perfect, but does have a few marks that I'd like to fix.

To put a light paint coating over the factory wrinkle powder coating that the Rebel and TRX has,
1. Do I need to sand it first to scuff the powder coating? The wrinkle, or texture is already a satin finish and textured. Is that enough texture for paint to adhere?
2. Also, I know with plastics, an adhesion promoter is recommended before paint. Would it be suggested to do that before paint on the metal bumper? Does it make it any stronger?
3. What paint is recommended for good durability and UV protection for a bumper. I don't want to do this work today and then again in a year due to fade issues.

Isn't the rear bumper just paint, not powder coated?
You'd need to sand the area or scuff it with a red scotch brite pad
Yes, use adhesion promoter and I'd use a sealer too, it makes the paints bond to the surface stronger
PPG is a good paint, use a coating to get UV/A protection

IDK that Id go through all that for a rear none body color bumper though. I'd scuff it up then layer on some textured paint
