What's This Loop For?

As the title suggests, what is the top loop for? It doesn't seem to move or unlatch anything.

Child car seat anchor if I'm not mistaken.

That is in place to catch your rear siding window defrost anodes and tear them off. That requires a new rear window. Rear Center Window Defroster..
I suggest you tuck it behind the seat unless you have a child seat to anchor to it.

Carseat anchor, of course! Kids and grandkids are well past the age of needing carseats so never thought of the obvious...
