Rim width ranges for tire size

On the Nitto website, the rim widths are listed in a way I don't fully understand. Can someone enlighten me on what the three numbers are in this description?

8.5-(9.5)-11.0

I believe that middle number is also what it's mounted on when they measure the inflated diameter.
