Anyone know what this piece is underneath the truck?

2019 Ram 1500

I was installing running boards on the passenger side and noticed something hanging underneath. It was extremely rusty and very brittle. When I touched it, the piece came off. I can’t imagine there are parts that aren’t necessary and my truck is still under warranty so I’d like to figure it out. Anyone know what this is?

The red arrow in the picture points to the end of the piece. The yellow arrow points to where the piece was connected
