Mine does that too, I read on another thread that it's normal and has to do with the truck attempting to maintain a constant cabin pressure - makes sense to me. If you have an influx of air coming into the cabin and it's sealed off, every once in a while the pressure will have to be released. That's the sound of the whooshing noise on the passenger side intermittently during long drives. I've noticed that when I drive with the windows/sunroof cracked this doesn't happen.
Maybe I'm totally wrong, who knows...

The vehicle has vents in the cab called "exhausters" that let air flow freely out of the cabin, if they were not there the doors wouldn't shut without great force and the windows would blow out if it did..
When you set the system to fresh air it allows outside air in pushing the stale air out through these vents

It shouldn't, there is a door at the cowl (usually passenger side above the air box) that shuts and blocks off the flow of air to the system/blower from outside, if you still have air flowing in the door is bad, the control motor or a control module/software issue
This is a known issue with Jeeps, so I'm guessing the trucks do it too. The "engineers" think that the cab needs to be flushed with outside air every once in a while to "prevent CO" accumulation. So, they have in the software to open the recirc door at set intervals. Well, in the truck, I could see this as an reason to open the recirc door. But.....in a Jeep that doesn't seal up at all, there is plenty of airflow.
Does anybody have a whistling/air buffeting sound (trying my best to describe it haha) that comes from one of the components under the passenger side dash? No matter what speed setting I have the blower on, I get a lot of excess air noise. When I turn the blower completely off I get a whistling sound from the same area. And the sounds are more pronounced at speeds of 40 plus.
It just started happening a few weeks ago and now I can’t not hear it every time I drive the truck.

Could be the seat ventilation perhaps? They’re pretty loud.
I wish it was that easy. But no ventilated seats in the Bighorns.

Got it. Thought perhaps it as an option.
Are you sure it's coming from under the dash? My passenger side door was sticking out slightly from the rest of the body when closed. It made loud air buffeting noises (almost like a window was cracked) at higher speeds and during strong cross-winds. I took it to the dealer and they adjusted the closer on the door to sit more flush. It made the sound better 90% of the time, but I still get it when it's windy. It's 100% because of a small air leak between the door and body weatherstripping. I bought more to fix it, but haven't gotten around to it lately. I posted a video on another thread about it:

Thanks Jason! I have heard it a few times since and agree that it's probably a gap in the weather stripping somewhere... I noticed today that the passenger side door sticks out a little in the top-back corner, I'm assuming this is where some turbulent air could rattle around causing the noise...

Wondering if I need to get the TSB done. I have not been happy with my A/C performance since buying the truck. I have an early 2019 Ram 1500 build. I trialed running the A/C on the lowest temperature setting on both "auto" and manual at maximum A/C. The lowest I could get the air temperature out of the vents was 53 degrees measured by putting a thermometer in the vent. The temperature outside was ~77-78 degrees during the test. The cab temperature before the test was ~100 degrees since I'd left it in the sun for a couple of hours. Normally, it takes 5-10 minutes for it to become comfortable in the cab if it's a summer day.
Is the TSB a reasonable approach here? I took the truck in and mentioned it during a routine oil change and they said they did not see problem with the A/C at the time, although the outside temp was ~50 degrees when I had the oil change.

Yes, the TSB def made a difference for me. I too have an early-build 2019, and my AC was subpar as well.
It is a lot colder now, which cools the cab faster. Very happy I did this. Night and day from before.

Appreciate it! I'll follow up with my local service department again since the first time I mentioned it with them. Hopefully they will be able to see the same results that I am getting now that it's warmer out.

Here’s the link to the TSB. Notice in the last paragraph on page six says:
”If the customer’s concern matches the SYMPTOM/CONDITION identified in the Service Bulletin, failure code CC is to be used.”
So if you point out the symptoms (which, of course FCA knows there’s an issue, and the reason for the TSB to exist), then they have to perform the repair.
For my truck (and assume all repairs) they had to follow a procedure and check freon level, test temp (failed - 10 deg hotter on driver side) and update software on AC controller, and test again. Even then, it again failed the test (10 deg hotter on driver side), so they approved the repair and ordered the parts.
Good luck and post back on your experience. Remember, be polite (but be firm) and demand they fix this.
