Looks to be a boat/dock fitting. Maybe try a marine supply shop.

Yep, looks to just be a normal boat cleat. Check out West Marine, they have tons of them. If you can't get to the backside of the mounting location, pick up some nutserts and a nutsert tool and put them in that way.

You can get then from Amazon as well. They have ones that flip down as well as pop up so they look flush when not in use.
