Who designed the valve cover caps?

Went to change my valve cover caps yesterday to find out the factory ones are extended so the slide over the valve stem by 1/4” or so.

So so when you put a different cap on, you see the gold colour from the stem between the aftermarket cap and the black valve stem. Ugh

i realize the new new design would keep crud out better but really?
