Wheel well liner extremely thin

I was washing dirt out of my wheel wells and noticed that one area, circled in the picture, is extremely thin. Like barely thicker than saran wrap. The rest of the liner is fine. Anyone else finding this issue? This is only one liner. The others are fine.
