What is the orange ribbon

I was pulling the panel below the steering wheel to access the fuse box. I noticed a panel below the parking brake handle that looked like it could pop off. so I did.
Inside was an orange ribbon. I saw no words or anything. anyone know what this is?
 
Puts your transmission in neutral if you need to tow it.
 
Gee, I always thought it was for manual airbag deployment.

No, there is no manual override. That's why I stopped using the auto set. It was on and there was an issue with some wiring in my truck and it wouldn't disengage. Almost didn't get home from out of state.
