Tailgate storage?

Wondering what is behind this upper panel on the inside of the tailgate? Is it hollow and able to use it for storage? I’ve seen some other tailgates with storage but didn’t want to mess with the panel and screw it up.

Yeah the latch mechanism is in there, and the backup camera and related wiring, not much else. I think the bottom is almost completely empty, could become a toolbox or oil slick or chaff dispenser. Couple vent holes you might have to plug to keep rain out.
