Tailgate sticks on 2020 Ram 1500 but opens if I leave it for a few minutes

I had body work done where they replaced the tailgate and one of the box sides. It was fine for a few months but now I've noticed it sticks. I can open it initially, but if I close it and try to reopen it won't. The latches click and it releases about 3/8 inch but won't open. If I leave it sit for 5 or 10 minutes then try it again, it works perfectly. I've tried pushing in while pulling the release but that never works for me. I've sprayed the mechanism with WD-40 multiple times. I'm afraid to close the tonneau cover in case I can't get it open again. Does anyone have any idea why a time delay would make a difference?
 
I checked it with the tailgate open and the latches latched. It works the first time but subsequent tries does not unlock the latch on the right. If I keep pulling the handle the latch on the left seems to respond less and less until it is a very weak click. After a few minutes, maybe 5, it works again.
 
It usually opens on the first try and fails on subsequent tries but yesterday it failed to open the first time yesterday. It seems like it's not getting enough power to run the latches. I decided to try starting the truck for a boost in voltage and it worked.
 
It got to the point that it wouldn't open without the truck running and even then it was hit or miss. I guessed the latch on the passenger side was not opening unless the voltage was made a tad higher by starting the truck. I replaced the passenger side latch and that appears to have fixed the issue.
