Strange SIRI pop up window

So this just started yesterday. About every 2 or 3 minutes I get the SIRI pop up window on the screen (the one with the CANCEL button on it) as if I have press-and-hold the speak button on the steering wheel with my iPhone connected. Now I know what you're thinking but the system isn't listening as you would expect if you pressed and held the speak button. It just comes up and goes away by itself after about 10 or 20 seconds. Or I can press CANCEL. So I don't think it is the button malfunctioning because then it would be listening for voice input. When I do the press and hold manually it brings up the window but also makes a ding sound and is listening for voice input.

Anybody ever experience this? Things I have NOT tried:
  • Delete and re-pair my iPhone
  • Another iPhone
  • A remove negative battery terminal reset
