rust spots around antennae

I recently purchased a 2022 1500 bighorn crew cab privately.. the vehicle had 18k and now has 19k miles.
I noticed pencil point rust pock marks on the roof around the shark fin. It appears to be coming up from under the clear coat. I took it to a trusted body shop and was told it should he stripped bare and repainted.
So i Made a appointment with a local dealer who told me it's a enviornmental issue. and to use iron"x" or clay bar and buff it out. Is this a issue with rams?
It seems that others have experienced similar issues with small rust pocks on the roof?
I've ordered a bottle of iron x.. I'll repost after trying it.

It's prob rail road dust that was never taken care when it was initially delivered. Happens to all vehicles. A good porter at the dealership knows this. Sometimes they get lazy or just miss it. Clay bar and paint correction is what they do when new vehicles hit the lot. Clay bar it, buff it and then protect it. That body shop is trying to rip you off.
