Rpm gauge

Is this normal for rpm gauge to bounce a lot that needles vibrate or you can call shaking

Dealer told me it's normal but i don't know maybe it's normal or sensor problem
Dealer told it's some road or elavtion and speed it happens because system don't know what exactly gear it need to be at that time so it kinda weird it's go away in high rpm and low gear
