Quad cab back seat straps?

What are these little strap loops for? I thought it was for laying the seat back down, but I dont think they go down, which makes me wonder why the headrests fold forward?

They are for the tether on a child seat. Most cars have a clip in the back of the seat but in the trucks the strap goes through that loop and connects to the center loop instead.

Straps are for car seats, and the headrests fold forward for a better view out of the rear window.
