Putting a used ECM into 2023 eco diesel

Hello, I have a used ECM for a 2023 DT ecodisel and have programmed the VIN to the ECM via alpha OBD. Truck will start, but immediately dies. Next steps?

I don't believe you can use a used BCM.

I'm still not sure on that either. I know many of the electronics that are tied to a VIN can't be used.
