Seriously, did RAM create this commercial? I tried to see it as funny, but just fell short (really short).

Yes, I thought it was great marketing although it was not super clear what they were addressing. I had to explain it to my mom, she said she skipped that one because she thought it was an ED.... HA STOP START, STOP START,STOP START

Haha I loved it actually! Yes it was crass, but

1) We're talking about it (end of success criteria, really)
2) It was different

I think the goal was simply to alert folks that Ram has tossed their hat into the EV Truck ring, and any would-be buyers of other brands may want to hold their horses.
