Power steering issue

I have a 2019 ram 1500 big horn. I have recently been having issues with my power steering acting up. Truck drives fine until the cooling fans turn on (not overheating) and it’ll light up my “service power steering” light and will lock up for 1min or so. It’ll go through two more cycles of doing the same thing and after that my power steering is fine. Took it to the dealer. It’s been there two weeks and they haven’t found the issue. They want me to replace the whole rack 3k but I feel like that’s not the issue. Any suggestions? Or anyone had similar problems
