Not enough "output" from brake controller?

With my previous tow vehicle and its aftermarket P3 Prodigy brake controller, I could easily adjust the gain and achieve desired braking performance, for my travel trailer with electric brakes, usually at around 75% gain.

With my 2021 RAM 1500 5.7L eTorque 4x4 tow pkg, I don't get enough bite in the brakes, even with the gain all the way up to 10. I don't believe there's anything wrong with the brakes themselves, because the breakaway switch will lock up the brakes completely.

I measured the voltage in the trailer brake wiring using a regular multimeter, and with the vehicle stationary, gain at 10, and 100% braking power applied on the manual slider, I see 9V. If I reduce the gain to 5, I see 5V. I would expect 12V at full power. However, I'm not sure if stationary testing conditions are valid. Also, will a multimeter measure voltage correctly on a PWM circuit... when it's at max power? I have the brake settings set to Heavy Electric, currently.

Any suggestions for next steps? Thanks!
 
Stationary testing isn't really valid.
