Is a piece broken on the mirror?

What is this? It looks as if something is broken.
Tow mirrors
Drivers side mirror,
2019 RAM1500 Limited
Purchased it used.
Mine does not have the push button to stow the mirror.
I am reluctant to push too hard to stow the mirrors, they will fold, right?
