Intermittent throttle issues

Over the past winter my truck developed an issue where some times if you accelerate hard it hits 4K rpm some times less and falls on its face like a rev limiter, but only seems to happen after it gets washed or it gets cold outside, dealer changed the throttle pedal it was ok for a week , then back to acting up , they told me with out a check engine light I’m pretty much sol,I would put up the few videos I have of it acting up but can’t figure out how!!
