That is the piece on the rear bumper that has to be removed to insert your jack to lower your spare tire. You have to be careful taking it off as there is a thin plastic "line" that keeps it attached to the bumper. I had good luck initially when I was installing additional reverse lights but eventually one over extended pull and I broke the "line" off. I think the ebay sales number speaks for the number of incidents that have occurred. Price appears to be a real "gotya" as you don't need the part for other than aesthetics. and probably won't come off on its own.
