Use a proper primer, Color matched paint is available. Many of the off-the-shelf clearcoats are of reasonable quality. Wet sand with 2 or 3 thousand grit. Polish with buffer to an OEM finish.
I fully agree with it being a diy project, but I'm not sure how spray paint will hold up against rock chips. I guess I would just do as many coats as possible while keeping them moderately thin, and same with the clear coat.
